Please Advise: The ABRT Movement

As you probably already know, I am a spinal cord injury victim and believer in activity-based restorative therapy (ABRT) as performed at establishments like Race to Walk/Project Walk. With all the research and success stories associated with activity-based restorative therapy programs where are we with implementing them in hospitals as well as insurance coverage for it in hospitals and private establishments. I’m asking because I want to be an advocate and help the movement but I’m not sure of the current status and where I should start. Do I need to be contacting my senator, my insurance provider, planing a march (a roll), who/what etc.? Any advice you can provide would be greatly appreciated.
